1873W. W. Knollys Dict. Mil. Terms, Billed, a term exclusively confined to the Foot Guards. It means that a man's name is placed in the list or bill of those who are to undergo drill and confinement to barracks. Hence a ‘billed man’.
2. Announced or advertised by a bill. (See bill v.3 4.)
