Central Committee for Peasant Affairs

a governmental commission established in February 1858 for the purpose of considering projects for the emancipation of the serfs. It was a reorganized version of the Secret Committee on the Peasant Question. The Central Committee for Peasant Affairs was under the direct supervision of the emperor. Prince A. F. Orlov, chairman of the State Council, and later Grand Duke Konstantin Nikolaevich were chairmen of the committee. It was composed of several ministers, the chief of the corps of gendarmes, individual members of the State Council, and others. The committee was abolished on Feb. 19, 1861.
