Dumbarton Oaks Conference (1944)

a conference held to establish an international organization for the maintenance of peace and security. It took place in Washington, D.C., at the villa of Dumbarton Oaks.

The conference was convened in accord with the declaration of the four powers on the question of general security, which was adopted at the Moscow Conference of October 1943 and was signed by representatives of the USSR, the USA, Great Britain, and China. Representatives of the USSR, the USA, and Great Britain took part in the Dumbarton Oaks Conference from August 21 to September 28, and representatives of the USA, Great Britain, and China from September 29 to October 7. The participants advanced proposals for the creation of an international security organization, which later became the basis of the charter of the United Nations. The conference did not resolve the question of the procedure for voting in the Security Council (it was resolved later by the Crimean Conference of 1945 at Yalta).
