Clarke, James Paul Clarke, James Paul(1854–1916) governor, U.S. senator; born in Yazoo City, Miss. A lawyer in Helena, Ark., he was active in state politics, serving as Democratic governor (1895–97). Going to the U.S. Senate midterm (1904–16), he supported Philippine independence, regulation of the railroads, and workmen's compensation insurance; he served as temporary president of the Senate (1913–16). |
