In the 1970s and 80s youth unemployment grew steadily in the UK and most of the Western world. Its persistence, and public policy measures designed to alleviate it, led to a number of research projects. An emphasis on labour supply factors (demographic change, high cost of labour, and lack of skills) led to arguments and policies for more vocationalism in education. Sociologists have tended to criticize 'supply side’ arguments as ‘blaming the victim’ for being unemployed. Unemployment is seen by sociologists as a result of structural and institutional factors, rather than the characteristics of the particular social groups affected by it. |
