Telipinus

(also Telepinus), a king of the late Hittite Old Kingdom of the 16th century B.C. Telipinus reestablished the pankus (national assembly), giving it the power to investigate disputes between the king and members of the royal family and to convene a meeting (tuliyas) to pass judgment on the king if it was decided he had infringed on the rights of his relatives. Telipinus consolidated reforms regarding the royal succession that had been initiated by King Hattusilis I, and he introduced laws that remained in effect throughout the history of the Hittite Kingdom. A legislative reform that considerably alleviated punishments and abolished certain ancient customs has been attributed to Telipinus.
