Saltykov, Fedor Stepanovich
Died Aug. 2 (13), 1715. Russian statesman.
Saltykov received his naval training in Holland and England from 1697 to 1700. Upon his return to Russia, he directed the construction of naval military vessels. In 1711 he was sent abroad to purchase ships. Saltykov sent two dispatches to Peter I from England, in 1713 and 1714, containing proposals for comprehensive reforms. He advanced proposals regarding the rapid development of educational institutions (including those for women), printing, and libraries, the construction of factories, the expansion of trade, the exploration of a possible northern maritime route to India and China, and the development of Middle Asia and Siberia (Propositions, 1891).
