Received bill for a service estimate

Country: United States of AmericaState: ColoradoI requested a service estimate and the company sent out a technician to provide one. I was told I would only be charged upon accepting the estimate. I was presented a work order containing a recommendation, no billing information. I was asked to sign it as proof the technician was there, however a week later they produced an altered work order with billing information on it as proof of my acceptance of a service call. They are insisting I was properly informed and owe them for the standard call charges, and turned this over to their collection agency. It seems that altering the order after I signed it with billing information is very unethical. Is it worth while to continue to refuse payment or will legal bills being more that the $115 they want me to pay?
