Gross Output of Industrial Enterprise

 

the total volume of the production of an industrial enterprise for a given period, measured in monetary terms. In the USSR, the index of the gross output of an industrial enterprise is worked out by the enterprise (it is not confirmed by a higher organization) and used as a calculation in the production plan. In the reports of industrial enterprises on the fulfillment of the plan, the gross output is presented as an independent index. In accordance with the Standard Directions for the Compilation of the Reports of Industrial Enterprises on the Fulfillment of the Production Plan, which was confirmed by the Central Statistical Administration of the USSR on Nov. 19, 1963, the gross output of an industrial enterprise is taken into account on the basis of the factory method, that is, excluding the value of the output produced by the enterprise and spent on needs within the enterprise itself. Calculated by this method, the gross output of an industrial enterprise includes the value of finished articles produced by all the sections and shops of the enterprise, both from the raw materials and stock of the enterprise itself and from those of the customer, during the period under review; the value of the semifinished goods of its own manufacture and of the output of auxiliary and branch plants that were supplied to other enterprises during the reporting period or allocated to the buildings and installations, to its own communal economy, to its auxiliary agricultural enterprises, and to various of the enterprise’s nonindustrial needs; the value of the equipment produced for installation in the given enterprise itself, as well as the value of tools and devices it produces, if these are included among fixed assets; the value of industrial work carried out to meet orders from outside or from nonindustrial establishments and organizations of the enterprise itself; the value of the increase (with a plus sign) or decrease (with a minus sign) of the balances of the semifinished goods of the enterprise’s own manufacture, as well as the value of the change of the balances of tools, dies, mold frames, models, and special devices manufactured by the enterprise for its own needs; and the value of the increase (with a plus sign) or decrease (with a minus sign) of unfinished production for machine-building plants, repair plants, and enterprises for the production of metal structures.

In the system of deviation from the factory method of calculation, the value of the following products of internal production that are transferred within the same enterprise for further processing is included in the gross output of an industrial enterprise: the products of slaughter and dressing shops of meat-processing enterprises (meat, by-products, fats) that go for the manufacture of cooked meats, canned goods, semifinished products, and the like; vegetable oil consumed in the production of hydrogenated fat, drying oil, margarine products, soap, oleic acid, and stearin; granulated sugar used in the production of refined (lump) sugar; and wood logged by an enterprise and used for the industrial-productive and internal needs of the enterprise. In computing the gross output of an industrial enterprise, deviations from the factory method of calculation are also possible—when this is foreseen by the production plan—for products that go for processing within the given enterprise: fish, whales, marine animals, and sea products in the fish industry; raw starch, wine materials, fruit and berry juice materials, and spirits in the food industry; coal, oil, peat, shale, and by-product gas in the fuel industry; and components and spare parts used in the enterprise’s own production for the repair of engines and machinery in specialized auto repair plants and in enterprises for the repair of agricultural machines. Deviations from the factory method of calculation are also permitted in computing the gross output of industrial enterprises in terms of raion (city) industrial combines and raion food combines.

The planning and calculation of the fulfillment of the plan for gross output is carried out in terms of the wholesale prices of enterprises on July 1, 1967. In addition, once a year the index of gross output in terms of the existing wholesale prices of enterprises is determined.
