Etymology: < state n. + council n.; partly (originally) after Chinese guówùyuàn (1912, originally with reference to the highest governmental body in the early years of the Republic of China; < guówù state affairs (already in Middle Chinese) + yuàn court, courtyard, used to denote government institutions: see yuan n.³), and partly after similar formations in other languages (e.g. Romanian Consiliul de Stat (1961), Spanish Consejo de Estado (1976 with reference to Cuba)). Compare also Russian Gosudаrstvennyj sovet (1810 with reference to the governmental body in Imperial Russia, 1991 with reference to the transitional body in the devolving USSR).
