The principle, doctrine, or policy, established by President Monroe, of regarding any attempt by a European power to gain control of territory on the continent of America (whether by settlement, purchase, or aggression) as an unfriendly act.The principle, or series of principles, were put forward in, or deduced from, the Message of President Monroe to Congress, 2 December 1823.
