In practice, internet companies already censor content heavily, and register real names, but the new legislation will make it official, with the aim of 'protecting national security' and 'internet sovereignty'.

This goes against the first amendment, the freedom of speech because by stopping certain kinds of information from reaching the end user, they are censoring content.
