2. A person with a shaven head or closely cropped hair; spec. (a) a recruit to the U.S. Marine Corps; (b) in the U.K., a youth (often one of a gang), also typically characterized by wearing workman-like clothing and heavy boots, and by a tendency to aggressive behaviour.
