down-state, downstate U.S. [down prep. 3.] The part of a State outside a large city, esp. the southern part. Also as adv. and adj. Hence down-ˈstater, an inhabitant of downstate. Cf. up-state adv. Used in various parts of the U.S. with varying local significance.
