“Winter construction is one of the first things on the list to avoid because of challenges for topsoil separation,” Fedorchak said.

Going into the winter, topsoil and subsoil moisture supplies are rated adequate to surplus over nearly all of Minnesota.

“It was probably from some topsoil that was dumped on the lot after the structures were bulldozed,” he said.
