The person who is the best at something, or who is in charge, is the top dog — whether it's the most popular kid at school, a classroom teacher, or the President of the United States.
You may have heard the term underdog, or someone who is unlikely to win. The top dog is the opposite, and both come from dog fighting, in which one dog is victorious — the top dog — and the one on the bottom — the underdog — is the loser.
