Alliances of blue states could act as federated countries, with the wealth and legal latitude to advance in their most important areas.

The setup was designed in the 1990s as a “federated board” to overlap with leaders in local transit, land-use and city governments.

The Council of Federated Organizations’ office served as the main office for the Mississippi Movement during those years.
