  1. (1912-98) an English politician. He is mainly remembered for his opposition to the government policy in the late 1960s of allowing people who were not white to come from other countries to live and work in Britain. One of his speeches came to be known as the 'rivers of blood' speech because he predicted violent fights in the streets between different races (though he did not actually use the words 'rivers of blood'). Powell was a Conservative from 1950 to 1974 and an Ulster Unionist Member of Parliament from 1974 to 1987.
