As a general rule the senses referring to the way something is arranged or inclined came from the former, and senses referring to a group of people or things from the latter. Some dictionaries treat this word as two separate nouns, but as they seldom agree on which senses come from each source it seems more sensible to accept that the two have become inextricably entwined
