A formal inauguration of an event, assembly, etc., carried out by a head of state (usually a monarch) or his or her representative; (later chiefly) specifically (in the United Kingdom) the ceremonial opening of a new parliamentary session at which the monarch delivers a speech reflecting the legislative agenda of the serving government.
