Early 19th century. From German Rotwelsch, †Rothwelsch, †Rotwälsch, †Rothwälsch (Middle High German rōtwelsch, rōtwalsch from rōt cunning, apparently specific use of rōt red, red-haired + welsch Romance, (hence) foreign or unintelligible language: see Welsh noun).
