It is related to an earlier slang term fogram, and may be connected with foggy in the senses ‘flabby, bloated’ or ‘moss-grown’. In the 1980s young fogeys appeared—young people noticeable for their conservative tastes and ideas. The phrase is first recorded as far back as 1909, but became popular with the publication of The Young Fogey Handbook in 1985.
