Late 19th century; earliest use found in Mary Braddon (1835–1915), novelist. From French rastaquouère, rastacouère, rastaquère from South American Spanish rastracueros, arrastracueros (also rastracuero, arrastracuero) contemptible person, a nobody, apparently lit. ‘person who crawls or drags himself along naked’ from Spanish arrastrar to drag + cueros, plural of cuero leather, hide.
