Dazed, confused, especially from lack of sleep; (especially of a child) fretful, peevish, cross.
Origin
Mid 19th century. Apparently from the unattested Norn cognate of Norwegian regional romsen not fully awake, peevish from lack of sleep (from the Scandinavian base of Norwegian regional romsa to stir in sleep, to awake and sit up (further etymology uncertain) + the Scandinavian base of Norwegian -en), remodelled after rammist.
