1960s. From modern Hebrew RPY (read as rafi, probably by analogy with the common male forename Rafi, pet form of Rĕā'ēl Raphael), acronym from the initial letters of Rĕšīmaṯ Pōʿălē Yiśrā'ēl Israel Workers' List.
