Aircraft that are rather long, or stretched versions of existing aircraft, may tend to scrape their tails if rotated to the normal climb attitude at the moment of rotation at V_R (rotation speed). To counter this, the initial pitch angle is less than the ideal. Once the aircraft is clear of the ground, a normal pitch attitude is achieved.
