A review by Sir Liam Donaldson of medical regulation which touched on issues related to clinical governance and constitution of the GMC; education of doctors; applying a civil (rather than criminal) standard of proof for assessing a doctor subject to fitness-to-practise proceedings; providing for flexibility and tailoring to the facts of a given case; adjudication of fitness-to-practise cases to a separate tribunal service; and periodic revalidation of doctors to demonstrate they remain up-to-date and fit to practise.
