Constitution of N. Murav’ev
a plan for the reorganization of the Russian state drawn up by the Decembrist N. M. Murav’ev between 1821 and 1825. The plan provided for establishment of a constitutional monarchy, equality of all citizens before the law, and freedom of speech, press, and religion. Only those who could meet a high property qualification would be permitted to elect representatives to the legislature. Serfdom was to be abolished, but the lands owned by the landlords were to remain inviolate. At the time of emancipation every peasant household was to be alloted up to two desiatinas (2.8 hectares) of arable land. Although it was well known among the Decembrists the plan was never adopted as a program.
