On the eastern border of IA, northeast of Cedar Rapids; established Sep 6, 1834 (prior to statehood) from Wisconsin Territory. The present boundaries were established in 1837. Name Origin: For Julien Dubuque (1762-1810), a French-Canadian and the first permanent white settler in Iowa (1785); he negotiated an agreement in 1788 with the Fox Indians so he could work lead mines in the IA region
