Debt Payment Programme Debt Payment Programme (DPP) in Scotland, an agreement that allows the debtor to pay his debts over an extended period of time. The programme can be for any amount of money or for any reasonable length of time. If creditors all agree or are deemed to have agreed the debt payment programme under the DEBT ARRANGEMENT SCHEME is agreed automatically. Creditors are bound by the DPP as long as the debtor complies. If creditors do not consent or object then the Debt Arrangement Scheme administrator or a sheriff can still approve the DPP if it is fair and reasonable to do so. |
