Fedor Golovin


Golovin, Fedor Aleksandrovich

 

Born Dec. 21. 1867 (Jan. 2. 1868), in Moscow; year of death not established. Zemstvo (provincial assembly) figure; one of the founders of the Cadet Party and a member of its central committee.

From 1898 to 1907, Golovin was a member and then chairman of the Moscow Province Zemstvo Board. He was chairman of the Bureau of Zemstvo Congresses in 1904–05. He was chairman of the Second State Duma in 1907. During World War I (1914–18) he was an active figure of the Union of Cities. In March 1917 he was commissar of the Provisional Government to the minister of the court. After the October Revolution he worked in Soviet institutions. Golovin’s memoirs were published in Istoricheskii arkhiv (1959. nos. 4–6).
