Controlled paraphernalia Substance abuse As defined in a regulatory context, DP is a hypodermic syringe, needle, metal or plastic (snorting) tube, or other instrument or implement or combination adapted for the administration of controlled substances under circumstances which reasonably indicate an intention to use such instruments for the purposes of illegally administering any controlled dangerous substance.
