Fair Access to Care Services

A framework developed by the UK government to help decide who should receive adult social/community-care services from social services departments. The framework is based on an individual’s needs and associated risks to independence, reflecting standard eligibility criteria bands (critical, substantial, moderate and low) to ensure that money is spent fairly. When placing individuals in these bands, local councils should not only identify immediate needs but also needs that would deteriorate for lack of timely help.
FACS assessments for individuals who are/have:
• Age 18+ having difficulty in caring for themselves;
• Physical disability;
• Lost some or all of their hearing or sight;
• Learning disability or mental health problem;
• Long-term illness or infirmity;
• Drug or alcohol dependency;
• Caring for someone but feel they need support.
