On the central western border of NM, west of Albuquerque; organized Jun 19, 1981 from Valencia County. Name Origin: For the Cibola National Forest, part of which is within the county. Origin and meaning of name unknown; possibly a transliteration of Zuni Indian shiwina, the name for their tribal range; or possibly from Isleta Indian sibulada 'buffalo.'
