community action community action the organization of groups to achieve change within the community. The term is most often associated with minority or disadvantaged groups. In particular, community action can be seen as an attempt by a disadvantaged or powerless group to organize and mobilize from a local or neighbourhood base. Community is seen to facilitate local participation in the political process, possibly in opposition to dominant beliefs and practices.
