communiquécommuniqué(kəˈmjuːnikei) nounCommuniquéCommuniquéan official report on international negotiations, an international agreement, important events in the domestic affairs of a country (including conferences, meetings, and decisions), or the course of military operations. In international relations a communiqué may be a unilateral statement or a joint declaration of the participants in the negotiations, with an account of both the positive results of the negotiations and the disagreements or particular views of any of the participants. Joint communiqués do not constitute international treaties, although they may contain resolutions that the participants view as constituting treaty obligations. If a communiqué on negotiations includes the verbatim text of an agreement reached and this text has no other official form, then the agreement is considered to be an international treaty with all the implications thereof. Joint communiqués that contain treaty resolutions have been employed on a broad scale in the diplomacy of the socialist states. See message |
