a judet (district) in southeast Rumania, in the northern Dobruja, mainly on the Danube delta. Area, 8,400 sq km. Population, 260,000 (1974). The administrative center is Tulcea.

Tulcea District accounts for 0.5 percent of the country’s gross industrial product and 2.3 percent of its gross agricultural product. Industry includes food-processing (fish and canned fruit), metalworking, and woodworking; alumina and building materials are also produced. Agricultural crops include corn, wheat, sunflowers, vegetables, and grapes. The district has more than 500,000 head of sheep. Tulcea District is also an area of commercial fishing, cane-cutting, and tourism.

The city has food-processing and ship-repair industries, as well as enterprises for the production of alumina and cane products and the processing of marble.
