Southeastern Bureau of the Central Committee of the RCP(B)

 

the regional body representing the party’s Central Committee (CC) in the Don region and Northern Caucasus (Rostov-on-Don, March 1921 to May 1924).

The Southeastern Bureau was formed from the Caucasian Bureau of the CC of the RCP(B) and was in charge of the party organizations of the Don and Kuban’ regions, Stavropol’, and Terek; it also had jurisdiction, from October 1921, over the Dagestan region and the Gorskaia ASSR; from January 1922, over the Karachai-Cherkess and Kabarda-Balkar autonomous oblasts; and from July 1922, over the Adygei Autonomous Oblast.

Bureau members were appointed by the CC of the RCP(B). At various times the bureau numbered among its members A. S. Bubnov, K. E. Voroshilov, R. S. Zemliachka, A. I. Mikoyan, V. I. Naneishvili, Ia. V. Poluian, and A. V. Shotman. The bureau directed the party organizations’ activities—for example, rehabilitating the economy, providing grain to alleviate hunger in Russia’s central provinces, waging the struggle against the counterrevolution and banditry, organizing public education, and working for resolution of the national question. The bureau published the journal Izvestiia lugo-Vostochnogo biuro TsK RKP(b) (News of the Southeastern Bureau of the CC of the RCP[B]) and supervised the krai newspaper Sovetskii lug (The Soviet South).

The Southeastern Bureau was abolished by the CC of the RCP(B). The second krai party conference, held in May 1924, elected the party’s southeastern krai committee.
