[′pəb·lik ¦sāf·tē ′rād·ē·ō ‚sər·vəs] (communications) Any service of radio communication essential to either the discharge of non-Federal governmental functions relating to public safety responsibilities or the alleviation of an emergency endangering life or property, the radio transmitting facilities of which are defined as fixed, land, or mobile stations.
