A report published by the IRS in 2003 documenting why some taxpayers do not use the e-file system, why some do not use it more frequently, and how those who use it frequently differ in attitude from the others. The report found that many tax preparers at that time simply did not like the e-file system, and those taxpayers who did use it suggested that it be made simpler and less expensive.
