Voter's Certificate

in the USSR, a document issued to a voter in confirmation of his right to participate in an election to representative bodies of state power. It is issued to a voter who changes his place of residence after the publication of the lists of voters and before the election day. The voter’s certificate enables the citizen to participate in the election no matter where he may be.
