Persona Non Grata a Latin term used in diplomacy to refer to a person whose appointment as chief of a diplomatic mission is not approved by the government of the country to which his appointment has been proposed. A diplomatic representative or any other embassy personnel who has been declared an undesirable by the government of the host country is also considered persona non grata. In accordance with the 1961 Vienna Convention on Diplomatic Relations, a state is not obligated to give a reason for declaring a diplomat persona non grata.
