Programme Budgeting and Marginal Analysis

A process used by decision makers in the UK to maximise the impact of healthcare resources on the health needs of a local population and a practical way of setting priorities—e.g., care of the elderly, maternity services. PBMA involves being explicit about goals/objectives within programmes, identifying inputs and desired outcomes within the programme.
Programme budgeting assesses past resource allocation in specified programmes, with a view to tracking future resource allocation in those same programmes. Marginal analysis assesses the added benefits and added costs of a proposed investment (or the lost benefits and lower costs of a proposed dis-investment).
