Performance Assessment Framework

An NHS Framework published in 1999 that is based on the balanced scorecard approach, which allows organisations to objectively assess their performance by identifying key elements of performance and understanding how changes in those elements may have implications for others. The NHS Plan endorsed the PAF as a single system for measuring, assessing and rewarding NHS performance. The Health Authority- (disbanded as of 2002) based PAF highlighted 6 areas of performance indicators which, taken together, provide a balanced view of the performance of the NHS
• Health improvement;
• Fair access;
• Effective delivery of appropriate health care;
• Efficiency;
• Patient/carer experience; and
• Health outcomes of NHS care.
