procedural agreement - any agreement between two parties which establishes procedures for future discussion and negotiations over issues of mutual interest.
- (in INDUSTRIAL RELATIONS) an agreement between employers and trade union officials or representatives governing the conduct of negotiations and joint consultation over pay, conditions of employment etc. See COLLECTIVE BARGAINING.
