The number of landings and takeoffs, or a combination of both, that can be accommodated without undue delays to aircraft with the minimal approach spacing published for IFR (instrument flight rules) and VFR (visual flight rules). Unusual delays are when delays to departure average four minutes during a normal peak two-hour period of the day.
