Standard Time in the Ussr Standard Time in the Ussr The standard time in the USSR is set one hour ahead of the zone time. It was instituted by a decree of the Council of People’s Commissars of June 16, 1930, for the more efficient use of daylight hours and the redistribution of electric power in production and the home. Standard time in the second time zone, in which Moscow is located, is three hours ahead of Greenwich Mean Time and is called Moscow Time. |
