standard rate the average work rate at which an operative possessing the appropriate skill level and motivation performs a work task. For example, if the ‘observed time’ for an operative performing a task was 5 minutes and the operative was judged to be working at a faster work pace than the standard rate, say twice as fast, then the observed time would need to be lengthened to 10 minutes in calculating the ‘basic time’ which an operative working at standard rate would take to perform the task.
