Small Public Schools

two-year schools for the non-privileged classes in Russia, established under the Statute of 1786. In provincial capitals they constituted the first level of the main public schools, and in the district towns they existed independently. They taught reading, writing, the catechism, sacred history, elementary grammar and arithmetic, and drawing. Instruction was based on the Guide for Teachers of the First and Second Grades of Public Schools, written by F. I. Iankovich de Mirievo, who was influenced by J. A. Comenius’ theories of education. In 1803-04 the small public schools were reorganized into district schools in accordance with the Preliminary Regulations for Public Education.
