tacky dry

[¦tak·ē ′drī] (materials) Also known as tacky. In drying of adhesive, that stage at which the volatile constituents have evaporated or have been absorbed sufficiently to give the adhesive the desired degree of tack. In drying of paint, that stage at which the paint surface feels sticky when lightly touched.
